Tenth Annual International Export Control Conference

The 10th International Export Control Conference was held in Istanbul, Turkey on June 25-27, 2009. The conference was co-hosted by the governments of the Republic of Turkey and the United States. The conference brought together more than 200 export control officials from 60 countries and international and non-governmental organizations (NGOs). It was highlighted by a keynote address by Ambassador Tomur Bayer, Director-General for International Security Affairs of the Turkish Ministry of Foreign Affairs, and a speech on U.S. nonproliferation perspectives by Deputy Assistant Secretary of State for International Security and Nonproliferation Affairs, Dr. C.S. Eliot Kang. Over a period of two and a half days, conference participants received updates on proliferation threats, the multilateral nonproliferation regimes, and UNSCR 1540 implementation requirements. During the plenary sessions on days one and three and breakout discussions on day two, participants also addressed topics such as export control implications of the nuclear renaissance, proliferation financing, export control investigations and prosecutions, interagency coordination and intelligence/information sharing, regional cooperation, government outreach to industry, anti-corruption/integrity awareness, international donor outreach efforts, the role of NGOs in supporting national and international export control efforts, and automated licensing systems.
